1990年代半ばのロサンゼルス。13歳のスティーヴィーは兄のイアン、⺟のダブニーと暮らしている。⼩柄なスティーヴィーは⼒の強い兄に全く⻭が⽴たず、早く⼤きくなって彼を⾒返してやりたいと願っていた。そんなある⽇、街のスケートボード・ショップを訪れたスティーヴィーは、店に出⼊りする少年たちと知り合う。彼らは驚くほど⾃由でかっこよく、スティーヴィーは憧れのような気持ちで、そのグループに近付こうとするが…。
ある真夜中、マルホランド・ドライブで車の衝突事故が発生。ただ独り助かった黒髪の女は、ハリウッドの街までなんとか辿り着き、留守宅へ忍び込む。すると、そこは有名女優ルースの家だった。そして、直後にやってきたルースの姪ベティに見つかってしまう。ベティは、とっさにリタと名乗ったこの女を叔母の友人と思い込むが、すぐに見知らぬ他人であることを知った。何も思い出せないと打ち明けるリタ。手掛かりは大金と謎の青い鍵が入った彼女のバッグ。ベティは同情と好奇心から、リタの記憶を取り戻す手助けを買って出るのだが…。

ロサンゼルス市警のリッグスとマータフは、あるビルの駐車場に仕掛けられた爆弾を爆弾処理班を待たず解体しようとしてビルを完全に爆破してしまう。巡査に降格された二人はパトロール中に輸送員に変装した強盗に遭遇しビリーというチンピラを逮捕するが取調室でビリーは何者かに殺されてしまう。ある日、若者の麻薬の取引現場を発見したリッグスは逮捕しようと試みるが銃撃戦となりマータフが犯人を射殺したが、それは息子の友人であった。未成年の銃事件とビリーを調べるうちにある人物が浮上する。
ロサンゼルス市警の刑事リッグスとマータフは、次々と街を破壊する完全武装した男が出現したため現場へ急行しリッグスの大立ち回りで解決する。事件から9か月後、2人は探偵となったレオと釣りに出かけ、不審な大型船と遭遇し船に乗り込むと船員との格闘となり船は座礁するが中国の密航船である事が判明する。密入国者が次々と連行されていく中、マータフは避難用ボートの中に隠れていたホン一家を発見。同情したマータフは違法と知りながら彼らを自分の家にかくまう。そんな時、ロス市警は2人の「壊し屋」のせいで保険を打ち切られたため、マーフィー警部は苦肉の策として2人を警部に昇進させ、デスクでおとなしくさせようとする。
