ベトナム戦争が泥沼化し、アメリカ国民の間に戦争に対する疑問や反戦の気運が高まっていた1971年、ニューヨーク・タイムズがベトナム戦争を分析・記録した国防総省の最高機密文書＝「ペンタゴン・ペーパーズ」の存在をスクープする。ワシントン・ポストの発行人キャサリン・グラハムと部下で編集主幹のベン・ブラッドリーは、ニューヨーク・タイムズと時に争いながらも連携し、報道の自由を統制し、記事を差し止めようとする政府と闘うのだった。

アメリカ、ミズーリ州の田舎町エビングの道路に立ち並ぶ３枚の広告看板。それは７カ月前に娘を殺されたミルドレッド・ヘイズが、進展しない警察の捜査に腹を立て、エビング広告社のレッド・ウェルビーと契約した広告だった。ウィロビー署長は、看板を見つけたディクソン巡査から報せを受け、ミルドレッド宅を訪ねて捜査状況を丁寧に説明するが彼女は聞く耳を持たない。多くの町の人々はウィロビーを敬愛しており、ミルドレッドを説得しようとするが問題は深まるばかり。警察の捜査を進展させるはずが、孤立無援となっていくミルドレッド。ところが、ミルドレッドはもちろん、この広告騒ぎに関わったすべての人々の人生さえも変えてしまう衝撃の事件が起きてしまう。
