2003年、火星にビークル2号探知機を打ち上げるが、火星に到着後NASAとの交信が途絶えてしまう。その後、アメリカ、パリ、東京、さらにはアメリカ大統領の乗るエアフォース・ワンの機内など、世界中の至るところで同時期に奇妙な現象が起きる。人間たちは、それが地球上のあらゆるテクノロジーをスキャンする知能を持つ“金属生命体”のしわざだとは知らなかった。

遺伝子工学者ブルース・バナーは、実験装置の事故で大量のガンマ線を浴びてしまう。命に別状はなかったが、以来、彼は何度も強い怒りに我を忘れそうになり、ついにその怒りがピークに達した時、彼は怪力を持つ巨人ハルクに変貌する。その後もブルースは何度もハルクに変身するが、我に返ると自分が引き起こした惨事に苦悩する。実は元をたどれば同じく遺伝子工学者だった彼の父デヴィッド・バナー博士の研究に端を発していた。

物質移動と遺伝子組み換えについて研究している科学者セスは、物質を別の空間に転移する新装置“テレポッド”を発明する。セスと出会った雑誌記者のベロニカは装置のことを特ダネにしようと彼に提案し、やがて2人は愛し合う仲になる。やがてセスは自ら“テレポッド”の実験台になるが、装置の中に1匹のハエがまぎれ込んでいたせいで、彼の肉体に異常な変化が。なんとセスの肉体に、少しずつハエのような特徴が現われてくる。
