Two young officers are marked for death after confiscating a small cache of money and firearms from the members of a notorious cartel during a routine traffic stop.

1950年（昭和25年）秋、広島県呉市の極道組織・山守組組員の三好万亀夫は、組の命令で対立組織の浅田組長を襲撃する。この事件で三好は懲役11年の刑にて服役。三好の服役の間に山守組は大きく成長するが、組内は組長・山守義雄と若頭・青木尚武とが対立し、幹部組員の難波茂春や坂上元もそれぞれの思惑で行動するようになる。山守と青木は刑務所の三好にそれぞれ面会を求め、互いに相手の中傷をして自陣営へ引き込もうと画策する。

舞台は1968年（昭和43年）6月、門司港にて旅人の黒田修次は大和田組幹部で友人の楠鉄弥のために敵対する共栄会会長の正木巌を銃殺し、服役する。7年半の刑期を努めた黒田は楠を尋ねるが、そこには薬物中毒で大和田組を破門された、廃人同然の楠の姿があった。
