2029年、二度の大戦を経て、電脳化・義体化技術の発展した世界。新たな可能性の一方で、ゴーストハックや犯罪の多様化といった問題にも悩まされていた。 そんな中、他人の電脳をハックし人形のように使う「人形使い」が入国し公安9課は調査に乗り出す。

ブルース・ノーランは、ニューヨーク州バッファローのローカル・テレビ局に勤めるレポーター。アンカーマンの座を目指す彼だったが、それをライバルのエヴァンに奪われ、ショックの余り放送禁止用語を口走ってクビになってしまう。さらにギャングから袋叩きにされ、同棲中の恋人グレースにも不満をぶつける始末。どん底に突き落とされたブルースのポケベルに、翌朝不思議な呼び出しが。彼を待っていたのは、清掃服姿の神だった。神はブルースに自分の役割を譲り、ブルースは全能の力を身につける。
