少女娼婦バロットはショーギャンブラーにしてオクトーバー社の汚れ仕事を引き受けるシェルの計画により命を落としかけるが、シェルの犯罪を捜査する委任事件担当捜査官のイースターとウフコックに救出され、マルドゥック・スクランブル09法に基づく禁じられた科学技術の特別使用によって一命を取り留めた。そしてバロットはスクランブル09により高度な電子干渉（スナーク）能力を手に入れ、イースター、ウフコックと共にシェルの犯罪を追う。だがシェルも委任事件担当捜査官ボイルドを雇いバロットを追い詰めようとしていた……

賭博師シェル＝セプティノス(声：中井和哉)の犯罪に巻き込まれた少女娼婦ルーン＝バロット(声：林原めぐみ)と、委任事件担当官のネズミにして万能兵器のウフコック＝ペンティーノ(声：八嶋智人)。その眼前に、かつてウフコックを濫用して殺戮の限りを尽くした男、ディムズデイル＝ボイルド(声：磯部勉)が立ち塞がる。息絶え絶えのウフコックを連れてドクター・イースター(声：東地宏樹)が訪れた先は「楽園」だった。そこは学術的に命の研究を行う実験施設。「楽園」の技術で一命を繋ぎ止めたバロットは、ウフコックを探し回る中、施設を作り上げた3博士のひとりプロフェッサー・フェイスマン(声：有本欽隆)と出会い、「楽園」の“過去”を知ることとなる。「楽園」の技術でウフコックは生き返り、バロットはウフコックへ「濫用」したことを謝る。ウフコックは逆に、自分の力不足でバロットを危ない目にあわせてしまったことを謝罪。二人の絆はさらに強まった。そんな中、シェルの移し替えられた記憶は、シェルが経営するカジノの百万ドルチップの中に隠されていることが判明。バロットはシェルの罪状を白日の下に晒すため、チップを手に入れることを決意する。ドクターの猛特訓によって、カジノにおけるゲームの本質的な勝ち方を学ぶバロット。カジノへ乗り込み順調に資金を増やしていくが、ルーレット台にたどり着いた彼女の前に伝説の女性スピナー、ベル・ウィング(声：藤田淑子)が立ち塞がる……。
