タイのバンコクでひっそりと暮らすベトナム帰還兵ランボーのもとに、以前の上官トラウトマン大佐が到着し、アフガニスタンに潜入する任務を手伝うよう依頼してくる。一度は断わったランボーだが、代わりにアフガンへ向かった大佐が現地でソ連軍に拉致されてしまったと聞き、自分もアフガンへ。そこで地元の反ソ・ゲリラ、ムジャヒディンたちと協力し合いながら、大佐の救出を目指す。
