タイのバンコクでひっそりと暮らすベトナム帰還兵ランボーのもとに、以前の上官トラウトマン大佐が到着し、アフガニスタンに潜入する任務を手伝うよう依頼してくる。一度は断わったランボーだが、代わりにアフガンへ向かった大佐が現地でソ連軍に拉致されてしまったと聞き、自分もアフガンへ。そこで地元の反ソ・ゲリラ、ムジャヒディンたちと協力し合いながら、大佐の救出を目指す。

1940年、連合軍の兵士40万人が、ドイツ軍によってドーバー海峡に面したフランス北端の港町ダンケルクに追い詰められる。ドイツ軍の猛攻にさらされる中、トミーら若い兵士たちは生き延びようとさまざまな策を講じる。一方のイギリスでは民間船も動員した救出作戦が始動し、民間船の船長ミスター・ドーソンは息子らと一緒にダンケルクへ向かうことを決意。さらにイギリス空軍パイロットのファリアが、数的に不利ながらも出撃する。
