真面目な博物館の元警備員サムが経費削減する館長へ再就職交渉に散弾銃を携行した。あくまでも威嚇のつもりが元同僚警備員に誤って発砲したものが命中、サムは止むなく館内にいた子供たちを人質にろう城してしまう。トイレにいて事件に居合わせたTV報道記者マックスは、全国ネット放映網への再帰を狙いスクープ取材に係るが、事情を聴きサムに対する事実を広めようと世論の同情を引出すものの、事件収束へ向かうより面白半分の興味が優先した世論操作から高視聴率となる。事件を聞きつけた大マスコミにより更なる事実と違う虚構のニュース合戦が繰り広げられる。

アメリカとロシアの協力によってカザフスタンの独裁者ラデクがついに逮捕された。命令を下した合衆国大統領マーシャルは、モスクワでの会見でテロには決して屈しないことを宣言し大統領専用機（エアフォース・ワン）で帰途についた。だが、その機内にはロシアのTVクルーを装っていた6人のテロリストが潜入していた。テロリストのリーダー、コルシュノフは乗客乗員を人質に取り、アメリカ政府にラデク釈放を要求する。

The film has a lot of chronicles and, of course, Grebenshchikov's songs sound, and George Gunitsky described the tape after its premiere at Pushkinskaya 10: "A completely untethered and insanely surreal film in a good way. And it is gratifying that all this postmodern film improvisation is involved on a cool aquarium basis. We need to look at the picture again once or twice, get a better understanding of it. And savor it. A very worthy work."
