前作から数年後、大戦が世界各地で勃発し文明は衰退し世界は貧困と荒廃が進んでいた。復讐を遂げたものの虚無感に囚われ荒野を目的もなく走り続けるマックス。ある日捕らえた男ジャイロキャプテンより今も稼動し続けガソリンが取り放題の石油精製所があると聞かされる。しかしそこにはガソリンを独占しようとするヒューマンガス率いる暴走族集団と精製所に立てこもる市民が日々攻防戦を繰り返していた。　なんとか精製所にもぐりこんだマックス。中の市民は豊富なガソリンを持って脱出をしたいがガソリンタンクを牽引する車を持って来ればガソリンを好きなだけ渡すという取引を行う。群がる凶悪暴走族の中、マックスは一人で突破を試みるが・・

石油ブームに沸く20世紀初頭のカリフォルニア。鉱山労働者のプレインビューは、石油が沸く源泉があるという情報を耳にする。息子とともに石油採掘事業に乗り出したプレインビューは、異様なまでの欲望で富と権力を手にしていく。

ボンドは、石油王のロバート・キング卿に返金される大金を奪取する事に成功。キング卿が大金を確認するためMI6に訪れる。ボンドがMへの報告中、その大金に爆弾が仕掛けられていることに気づき止めようとするが間に合わず、キング卿は爆死した。ボンドは犯人と思われる女暗殺者を追うが、激しいボートチェイスの末、女暗殺者は気球と共に自爆する。 真犯人は009に銃弾を頭に撃ち込まれるも死なず、そのせいで痛みを感じない体となった不死身のテロリスト「レナード」だと睨んだMI6は、キング卿の娘であり、レナードに誘拐された経験があるエレクトラ・キングが次に狙われると判断。ボンドに彼女の警護を命じる。 そんな時、レナードによって核弾頭が盗まれ、キング社の石油パイプラインにその核弾頭が仕掛けられる。
