1981年、犯罪が多発する大都会ゴッサムシティ。ピエロの仕事をしているアーサーは貧しく、老いた母親ペニーと暮らす上、突然笑いだしてしまうという心の病に悩むが、TV界の人気司会者フランクリンを憧れの対象にして日々耐え忍んでいた。ある日、失業したアーサーは地下鉄で、女性客に嫌がらせをしていた男性3人組を偶然持っていた拳銃で皆殺しにしてしまう。以後アーサーは、自身の心にあった怒りを解放させていく。
