遠藤周作の小説「沈黙」を、巨匠マーティン・スコセッシが映画化したヒューマンドラマ。キリシタンの弾圧が行われていた江戸初期の日本に渡ってきたポルトガル人宣教師の目を通し、人間にとって大切なものか、人間の弱さとは何かを描き出した。17世紀、キリスト教が禁じられた日本で棄教したとされる師の真相を確かめるため、日本を目指す若き宣教師のロドリゴとガルペ。2人は旅の途上のマカオで出会ったキチジローという日本人を案内役に、やがて長崎へとたどり着き、厳しい弾圧を受けながら自らの信仰心と向き合っていく。

1972年2月19日、警察に追われた連合赤軍のメンバー5人が、“あさま山荘”に侵入、管理人の妻・小雀真理子さんを人質に立てこもった。山荘は雪と氷に閉ざされ、外はマイナス10度を超える極寒の地。警察側は多数の警官を動員して周囲を包囲するものの、人質と大量の武器を抱えた犯人相手に容易に近づくことが出来ずにいた。この時、現場のNo.2として指揮を執る佐々淳行は後藤田正晴警察庁長官より「人質の救出」「犯人の生け捕り」など6項目からなる指示を受ける。しかし、銃器の使用に関して佐々が求めた現場の判断に任せるとの意見は却下される。
