When the U.S. ambassador is murdered by the ruthless and gun-happy rebels, it comes down to the second-in-command of the embassy, Sam Keenan, played by Belgian kickboxer Jean-Claude Van Damme, to use his amazing martial arts technique to defend the besieged.

While protecting the U.S. President, Secret Service agent Nick Sager helps him to dispose of the body of a young girl, who accidentally died during an adulterous encounter. Some time later, a few weeks before the elections, the disillusioned ex-agent is approached by his former partner. The President's former aide, and one of few people who knew about the cover-up, is found dead in mysterious circumstances.

Screenplay
An android fighting-machine (Mario Van Peebles) is charged with destroying a small brigade of rebels in a Latin American war who are fighting to maintain their freedom and protect their village. Contrary to his programming, Peebles decides to stay and assist the rebels in their plight. Having gained this information, his "creators" develop a more powerful android to try and defeat him.
