As their relationship grows, he begins to question her secretive past, which he discovers is linked to a series of murders that the police are investigating. 前作で大失態を犯してしまったオムニ社は、業績回復のため新たにデトロイトで都市再開発計画を進めていた。計画遂行の邪魔になる住人は特殊部隊を使い強引に追い出し収容所送りにしていた。特殊部隊が住居から追い出され教会に逃げ延びていた住民達を強引に捕らえようとしていた時、非番で防弾チョッキを未着用であったアン・ルイス巡査は銃撃によって重傷を負い、ロボコップもまた大きな損傷を受けるが市民反乱軍によって助け出される。
