The mayor of a small town hires a bounty hunter to find his daughter's killer, but it turns out to be a very dangerous job.

When a woman's father goes missing, she enlists a local to aid in her search. The pair soon discover that her father has died at the hands of a wealthy sportsman who hunts homeless men as a form of recreation.

1929年、アメリカ東部の町。アイリッシュのレオ（フィニー）とイタリアンのキャスパー（ポリト）、二つの勢力が暗黒街でシノギを削っていた。レオとその片腕で博打好きのトム（バーン）は厚い友情で結ばれていた。同じくレオの部下バーニー（タートゥーロ）の姉、高級クラブで働くヴァーナ（ハーデン）はレオの情婦だったが、トムにも魅かれ一夜を共にする。やがてその事実がばれ、トムはレオと袂を分かつ。博打の借金に追われるトムはキャスパーの下で働くことになるが、受けた命令はバーニーを殺せ、というものだった……。
