1967年の夏、アメリカ・ミシガン州デトロイトで大規模な暴動が発生し、街が騒乱状態となる。2日目の夜、州兵集結地の付近で銃声が鳴り響いたという通報が入る。デトロイト警察、ミシガン州警察、ミシガン陸軍州兵、地元警備隊は、捜査のためにアルジェ・モーテルの別館に入る。数人の警官が、モーテルの宿泊客相手に捜査手順を無視した尋問を開始。自白を強要された宿泊客たちは……。
