1970年代の初頭のニューヨークで、ハーレムを牛耳っているギャングのボスの運転手をしていたフランク・ルーカス(デンゼル・ワシントン)は、ボスの亡き後、東南アジアの麻薬を密輸する計画を決行する。時に横暴ともいえる強引なやり方で財力をつけたフランクは、マフィアにも一目置かれる麻薬王として街に君臨する。
