本郷猛と一文字隼人がショッカーを裏切ってから2年。本郷猛は、高校教師という日常を送っていた。そんな中、世間では顔面を無残に切り刻まれた惨殺死体が次々と発見され、必ず国民的歌手のChiharuの歌が流れている、という噂が立った。猛は生徒の菊間琴美と共に彼女の親友だというChiharuのマンションへ向かうが、偽の彼女が顔を刻まれて発見される。猛達は更にChiharuの兄、風見志郎の元を訪れるが、彼はナノロボットによる改造手術を受けたショッカーの改造人間＝V3として猛達に襲い掛かる！前作から2年。本作は続編を望むファンの声に応えて製作され、パワーアップしたアクションに加え、「怪奇アクション」として原点回帰を目指した意欲作である。
