何の苦労も知らずに穏やかに暮らしていた領主のロビン・ロクスリーは、十字軍に召集されて戦地へ赴く。しかし4年後に帰国すると、自分の戦死届が出され、領地も財産も没収されていた。領民や恋人を追放されたロビンは、海を渡って潜入してきた敵の狙撃手ジョンの導きを得て領主に返り咲く。国を思うままに動かそうとする長官のもとや教会の内部に入り込みつつ、ロビンは頭巾(フッド)で顔を隠し、領民から搾取した金を盗んでは人々に還元。教会が抱える秘密にも迫っていく。やがて彼は《フッド》と呼ばれて民心を集めるが、脅威を感じた教会は非情な先鋭部隊を送り込んでくる。
