The film focuses on the romantic life of Tetsu (Watari), the drifter, and the girls he loves but can never quite bring himself to settle down with. To make matters even more atmospheric, our story is set in a picturesque harbor town. Yoshida is Tetsu's double-crossing rival who pays in the end with his life. Fairly superficial, but the tone isn't particularly light; in fact, it is downright melancholic, which is the picture's salvation. The emphasis on Tetsu never being able to escape his criminal life despite his tender side, the downbeat undercurrent of cynical gang activity amidst the sunset-dappled waves, actually makes this an entertaining sequel. However, Suzuki's irreverent surrealism is replaced by Morinaga's Monet-like impressionism.

Her father, a peddler, does not return home and Fumiko finds herself in financial trouble, not being able to pay for her schooling and her school excursion trip. Two friends, both members of a Japanese cargo boat, return to Japan after a three-month voyage and have just 24 hours shore leave. Every day a car accident happens in the city. The involved parties are prey to the settlement agents (jidanya), mediators between the parts and the insurance companies to avoid time-consuming legal actions that could come when no settlement is reached (while cheating both parties out of some piece of the settlement pay). Genkichi is a well versed old-timer, that sees how his freshly out of collage son struggles to fit into the business, while at the same time facing one of his lowest rivals in a car crash incident.
