科学者のブルース・バナーは、恋人ベティの父、ロス将軍の命令を受けて人体への放射線抵抗を研究していた。ところがその研究実験中に事故が発生、多量のガンマ線を浴びたブルースは、怒りを感じて心拍数が200を越えると約2.7メートルもの巨大な緑色のモンスター＝ハルクに変身する特殊体質となってしまう。それ以来、彼を利用しようとする軍の追跡を逃れ、ブラジルに身を隠して治療薬開発と細胞の解明に専念するブルース。しかし、ふとした出来事からブルースの居場所が割れてしまい、ロス将軍によって送り込まれた特殊部隊員ブロンスキーらに包囲されてしまう。だがその時ブルースはハルクへと変身、部隊を一蹴し、間一髪のとこで逃亡に成功するのだったが…。
