1970年代、サウスボストン。アイリッシュ・マフィアのボスとして同地一帯を牛耳るジェームズ・“ホワイティ”・バルジャーに、FBI捜査官のジョン・コナリーが接触を図ってくる。彼はFBIと手を組んでイタリア系マフィアを駆逐しようとホワイティに持ち掛け、密約を交わすことに成功。両者の連携によってイタリア系マフィアの勢力は弱まるが、その一方でホワイティは絶大な権力を持つようになる。
