人類が滅亡した後の地球で一体の人形「９」が目を覚ます。声が出ない彼は声をかけられた人形「２」と出会い、彼は喋れるようにしてくれた。しかし突然、機械怪獣・ビーストに襲われ「２」は連れ去られてしまう。一人ぼっちになったが次に出会ったのは、リーダーの「１」、女騎士の「７」などの仲間たち。９は２を助けようと仲間たちと共に旅に出る。

イギリスに住む発明家のフィリアス・フォッグは、過激な実験に執事を無理矢理協力させることもしばしば。そんな彼に愛想を尽かし、執事はとうとう出て行ってしまってフォッグが困り果てていたところ、屋敷の庭に一人の男が落ちてきた。彼の名はラウ・シン。中国にある故郷の村から秘宝を盗み出した盗賊を追ってイギリスにやってきた彼は、盗賊から秘宝を奪い返し、町中を逃げ回っていたのだった。ラウはとっさに「パスパルトゥー」という偽名を名乗り、フォッグの家の執事兼実験台として雇われることになった。
