As Japan joins in a political pact with Nazi Germany and fascist Italy, Admiral Isoroku Yamamoto is appointed supreme commander of the Japanese fleet. With Japan headed inexorably toward war, Yamamoto, despite his misgivings, believes the only possible victory lies in destroying the American fleet by surprise at Pearl Harbor. The attack succeeds, but fails to sink the American carrier fleet. Thus Yamamoto must lead the Japanese navy into war with ever-diminishing likelihood of success.

The film is dedicated to the souls of flight school graduates killed in World War II. Young boys dream about becoming pilots and apply to flight schools. However, the flight schools have extremely demanding, harsh training, and once they finally become pilots, they must become suicide bombers and give their lives for their homeland.

During a Soviet circus tour in Japan, a small street musician, Ken, meets a clown, Yuri Nikulin. Upon learning that his sick father is being treated in the Soviet Union, Ken sets off in search of him. The friendship of the great clown and the boy continues in Moscow.

Little dark-eyed boy Kazuo. Yes, he dreamed of the sea. However, like everyone here in the village. Kazuo only wanted to study first, to finish school... But he failed. Mother died. The woman who replaced her brought with her affection, comfort, and warmth of mother's hands. It seemed that joy settled in their house again. But one day a storm caught the fishermen at sea. Father did not return... Father's friends, fishermen, tried to help the widow, who was left with two children. But the money was still not enough. And then Kazuo decided to become a fisherman. After all, he was now the eldest in the family...

Yukio, a farm boy, and Toru, a fisherboy, live in a small Japanese village that is periodically threatened by a volcano on one side and tidal waves on the other. Yukio's younger sister Setsu follows then and dreams of becoming a pearl diver. Toru is preparing to go fishing with his father when a bell tolls and a danger flag is hung high on the hill behind the village to warn of an impending tidal wave by the village patriarch, known as Old Gentleman.

In Meiji era Japan a sixth grade boy is smart, likable and confident and owing to his academic success liked by his teacher. Things are not going well at home, however, where his father does not work leaving the mother to toil . With the boy's family having no money he cannot progress his education and has to drop out of school. A neighbour, who is a bookstore owner, offers the family money to allow the boy to continue his schooling, but the father is too proud to accept and rebuffs the offer forcing the boy to work.
