未知のエネルギー体に吸い込まれた宇宙ステーションが地球に落下してきて、中からは正体不明の怪人が現れ人々はパニック状態に。トッキュウジャーが怪人相手に果敢に戦いを挑むものの全く歯が立たず、困り果てていた。すると、ダイゴ（竜星涼）たちキョウリュウジャーが登場し見事に敵をなぎ倒すものの……。

1989年、ある地方都市。市民病院に赴任した外科医の当麻（堤真一）は病院の体制に不満を感じながらも、次々と困難なオペに取り組み、医師としてやるべき仕事にまい進していく。しかしそんな中、病に倒れた市長のために、違法となっている肝臓移植手術を施すべきか否かの選択を迫られる。
