Monji Mori comes to Tokyo to meet up with his old friend, Nakajima, who attempts to persuade Monji to come join the local yakuza. Monji quickly runs into some trouble with one of their members, which leads a small screw up to turn into an alleged murder. The yakuza want Monji a dead man. Will his fists alone be enough to escape this dire situation?
The movie is based on an autobiographical book titled “Tokyo Furyou Shounen Densetsu.” The book was written by Endo Natsuki, who was once affiliated with the biker team and band COOLS that was formed in the 1970s by Tachi Hiroshi (61) and Iwaki Koichi (60). The story for the film takes place at a technical high school in the 1970s, where it is said that half of the school’s 3,000 students are juvenile delinquents. Saito plays a student named Sendo, who is aiming to be number one out of all of them. Naturally, the movie will incorporate a lot of action scenes as he brawls his way to the top.

赤いブリキ箱にいじめの内容を書いたクジを入れ、それを引いては書かれたことを実行するのだ。 それから12年…当時の担任が突然の自殺を図る。これを他殺と疑う主人公の英明は、真相を探っていくうちに犯人が12年前のいじめられっ子だった蕪木毬子ではないかと疑いはじめる…。
ある日、「毬子らしき人物に見張られている」という彼女である理香子の連絡に英明が家へと駆けつけていると突然背後から襲われ、拉致された！ 監禁された先には同様に拉致された同級生の新庄・吉池・智絵の姿。
ルーレットが止まった人はクジを引き、「×ゲーム」を強要されるのだ。しかも「×ゲーム」は過去のものとは比較できないほど残忍なものだった…。
罰を免れたいがために４人の関係も崩れ始め…。
江戸時代末期。将軍・家慶の弟で明石藩主・松平斉韶（なりつぐ）の暴君ぶりは目に余った。斉韶は近く、老中への就任も決まっている男。幕府の存亡に危機感を募らせる老中・土井利位は、かねてより良く知る御目付・島田新左衛門に斉韶暗殺の密命を下す。さっそく、甥の新六郎をはじめ十一人の腕に覚えある男たちを集めた新左衛門は、後に加わる山の民・木賀小弥太を含む総勢十三人の暗殺部隊を組織、入念な計画を練り上げていく。しかし、斉韶の腹心・鬼頭半兵衛もまたその動きを抜け目なく察知し、大切な殿を守り抜くべく周到な準備を進めていた。
