現代文明と隔絶しているある南の島。二十数年前、島は暴風と津波が猛威を振るう。嵐が過ぎ去ると、根吉の作っている神田に真っ赤な巨岩が出現していた。島民たちは凶事の原因について話し合い、島の神事を司る根吉が妹ウマと淫らな関係にあるためだと彼らを罰する。そんなある日、東京から技師が開発工事の事前調査に訪れた。しかし、調査はことごとく島民の妨害に遭ってしまう。
