1940年夏、ソ連に併合されかけている小国リトアニアの各国大使館や領事館は、相次いで閉鎖されつつあった。同時にナチスの侵略も迫っていた。そんな時期に、命の危険を感じた大量のユダヤ難民が、安全な第三国へ逃れようと日本領事館に殺到する。ビザを発行してくれるのはもはや日本領事館しか残っていないのだ。領事代理の杉原千畝は本国外務省にビザ発行の許可を求める。本省からは「発給は不許可」との返信電報が届くが…。
