1930年代、大不況のアメリカ。長距離トラックの運転手ジミー・ホッファは、低賃金で過度の労働を強いられる長距離トラック運転手たちの組合“チームスター”を組織した。彼は経営者側との対立や抗争に備えマフィアに接近し力を借りるようになる。やがて第二次大戦が終わるとアメリカ経済は繁栄期を迎え、ホッファはますます組合の中での地位を固め、更に彼はマフィアへ資金援助をするなど関係を深めていく。
