目黒区の住宅街の路上で頭部に独特な“突き傷”がある元暴力団員の死体が見つかる事件が発生し、警視庁捜査一課の合田警部補は被害者の身辺を調査し始める。その一方、ある法務省刑事局の職員が同じような“突き傷”のある遺体となって見つかる。合田は警察内部のしがらみに苦労しながらも、元暴力団員と法務省職員の両方に、ある弁護士が関係していたことを知る。やがて捜査線上に水沢という謎の青年の存在が浮上してくる。
