とある海辺でボトルの中に入った手紙が発見され、コペンハーゲン警察の特別部署「特捜部Q」で未解決事件を取り扱う、はみだし者の刑事カールと相棒のアサド、そして女性秘書のローセが調査に乗り出すことに。手紙はどうやら7〜8年前に書かれたものでインクがにじんでほとんど判読不能だったが、差出人の頭文字Pを手掛かりに調査を進めるうち、エホバの証人の信者たちの子どもを狙った謎の連続誘拐事件が次第に浮上する。
