元老中・水野忠邦と組んだ大奥・姉小路一派は、お家乗っ取りのため、生後すぐ捨てられたという、徳川家定の双子の兄弟を捜していた。一方、それを知った家定の母は、大奥掃除人の四郎に問題の子の発見と始末を命じる。そんな折、老浮世絵師・葛飾北斎が謎の死を遂げ、犯人を捜す主水は、捜査の中で北斎が最後に描いた似顔絵とそっくりな少女・捨蔵を発見する。実は、彼女こそが大奥の二派が血眼で捜す将軍家の落とし種だった。
