2020年イエメン。仲間とともにテロ組織に拘束されたケイトは、組織の持つ新型兵器を起動するよう脅されるがこれを拒否、だが仲間がやむなく兵器を起動させてしまう。それは、彼女たちが研究していた地殻破壊兵器ヘルストームだった。やがて世界各地で天変地異が多発、軍に救出されて米国へ帰還したケイトは、異変の原因が設計図を盗んだテロ組織によって作られたヘルストームにあると訴えるが、軍上層部はそれを信用しなかった。
