ロシアから解体処理を行う核弾頭9基が国外に運び出された。その調査にあたるホワイトハウス核兵器密輸対策チームのケリー博士はロシア事情に詳しいデヴォー大佐とコンビを組み、核の足取りを追跡。トルコの鉱山地帯で移送トラックを空から追い詰め8基の核弾頭を回収する。しかし残る1基は犯人一味のボスニア人が別の場所に運び去ったあとだった。ケリーとデヴォーはそれがニューヨークであることをつきとめるのだった。
