北極海で大爆発が起き、氷の中に閉じこめられていたカメの大怪獣ガメラを目覚めさせてしまう。北海道に現われたガメラは、エネルギーを求めて地熱発電所を襲撃。自衛隊が応戦するが、ガメラはどんな攻撃も受け付けない。そこで自衛隊は、自力で起き上がれないカメの特性を利用した転倒作戦を考案。ガメラをひっくり返し、飢え死にさせるという狙いは成功したかに見えたが、転倒したガメラは驚くべき方法で起き上がった。
