CIAの分析官として働くスーザンは、ワシントンD.C.にあるオフィスから現場の状況を分析し、パートナー捜査官のファインをサポートしていた。ある日、ファインは核爆弾の隠し場所を知る男ボヤノフを、誤って射殺してしまう。CIAはボヤノフの娘レイナが核爆弾の行方を知っていると考えファインを送り込むが、ファインはレイナによって撃ち殺されてしまう。レイナがテロリストに核爆弾を売ろうとしていること、そしてCIA捜査官のデータを握っていることを知ったスーザンは、自ら現場捜査官に志願。凄腕捜査官のリックと共に現場に潜り込むが……。
