学生時代、“伝説のクイズ王”として鳴らし、歴代トップの成績で警察庁に入った海東隼人（笠松将）は、その雑学知識を事件捜査になかなか応用できず、修行のために神奈川県警へ出向。そんな海東が神奈川県警に来て初めての殺人事件が発生し、県警捜査一課の紋田伊代（中山忍）とともに臨場する。被害者は輸入雑貨販売会社の経営者・九条佑香（鳥居かほり）で、ハンマーで後頭部を殴打され殺害されたようだった。凶器のハンマーは、消防士が人命救助の際に用いるものと判明。遺体の両手親指の先に、７色のクレヨンらしき塗料がまだらに付着していたのが謎だった。被害者の通話記録から、佑香が度々、電話でクレームをつけていた消防士・佐村依宏（尾美としのり）の存在が浮上する。佐村は捨て身の人命救助で幾度も表彰を受けてきた“伝説の消防士”とよばれる男だったが、消防署の近くに住んでいた佑香は「訓練の声がうるさい」などと、度々、彼に文句をつけていたという。しかも、どうやら佐村はハンマーを失くした様子。怪しんだ海東は、ためらうことなく佐村を連行する。ところが直後、海東は捜査本部を置いた山手中央署の署長・羽倉樫弥（古田新太）に呼び出され、ベテラン刑事を捜査に加えると告げられる。現れたのは、総務課の備品管理課・名瀬裕太郎（内藤剛志）。海東は備品管理係に何を教われというのかと反発するが、羽倉によると名瀬は１年間の休職を経て備品管理課に異動するまで、人生のほとんどを刑事として過ごしてきた男。つまり頭のてっぺんからつま先まで“全身そのものが刑事”といっても過言ではない人間だというのだ。
