1953年、スターリン政権下のソ連で、臓器を摘出された子どもたちの変死体が次々と発見される。国家保安省のエリート捜査官レオは、あくまで事故死として事件を処理しようとする上司たちに異を唱えたのがあだとなって、愛妻のライーサにあらぬスパイ容疑を掛けられたうえ、やがて地方の警察署に左遷されるはめに。その地でまたしても同様の手口による子どもの変死体が見つかり、レオはあらためて真相を突き止めようと決心する。
