美しい北陸の四季を背景に、祖母の経営する温泉旅館に住み込みで働くことになった東京生まれの女子高生の成長を描いたTVアニメ「花咲くいろは」の劇場版。温泉旅館「喜翆荘（きっすいそう）」での住み込み生活にも慣れた松前緒花は、次第に変化していく自分に気づきはじめていた。そんなある日、緒花のクラスメイトでライバル旅館「福屋」のひとり娘・和倉結名が、女将修行のため喜翆荘にやってくる。自由奔放な結名に振り回されながらも、面倒をみていた緒花だったが、物置の中であるものを見つけて……。

検閲が日常化した日本で、表現の自由を守る“図書隊”の活躍を描く。 正化31年（2019年）の日本、法の下で検閲を行なう“メディア良化隊”から本を守るべく創設された防衛組織“図書隊”。ある図書隊員に救われたことを機に志願し、図書特殊部隊（ライブラリータスクフォース）に抜擢された笠原郁。そんな郁と鬼教官・堂上は、最近起きたテロ事件に小説が似ていると嫌疑をかけられた人気作家・当麻を警護する。

わずかな手掛かりを頼りに、滝沢を探してニューヨークへと向かった咲。そして無事滝沢と再会を果たすも、彼は「飯沼朗」と名乗った。どうやら彼には、「王様申請」の結果、総理大臣飯沼誠次朗の私生児としての新たな経歴が与えられたらしく、滝沢を次期総理大臣として擁立すべくジュイスによってものすごい勢いで「滝沢朗」の情報が「飯沼朗」に書き換えられていく。彼は本当に総理大臣の私生児なのか。そして、セレソンゲームの勝者はいったい誰なのか。

It then transforms into the word "Returner", which Haseo assumes it to mean that Ovan will return to The World.
