1997年。パリでパパラッチの追跡を振り切ろうとした車が事故を起こし、車に乗っていたダイアナ元皇太子妃は命を落としてしまう。英国民の関心は、生前からたびたびダイアナとの不仲説が取り沙汰されていたエリザベス女王に向くが、チャールズ皇太子と離婚して民間人に戻っていたダイアナの死に対し、女王など王室の人々は静観を決め、大衆の不信感が募る。そこで首相に選ばれたばかりのトニー・ブレアが事態収拾に臨むが……。
