菅原文太主演による刑事ドラマ。矢崎達朗は、警視庁特殊銃隊の警部補。特殊銃隊とは銃器を持った凶悪犯に対応するためのライフル部隊のことである。矢崎は、昭和45年のシージャック事件の犯人を射殺した経験を持っている。妻子と幸せな家庭生活をおくっているが、仏壇にシージャック犯の位牌を置き、毎日手を合わせることを忘れていない。職務とはいえ、人を殺したことに苦いこだわりを持っていた。そんな矢崎に再び辛い試練を強いる事件が発生する。

刑務所から脱獄し、街を逃走中の松島ナミは、地下鉄の車内にいるところを刑事の権藤に見つかり、手錠をかけられるが、ドスで相手の腕を切り落とし、血まみれの腕と手錠を自分の手首にぶら下げながら、なおも必死で街を逃げ回る。ナミは、中川ユキという若い女性に助けられ、彼女と親しくなるが、ユキは不幸な身の上の売春婦だった。その一方でナミは、彼女の正体を知る鮫島カツという悪女に捕まり、監禁される事態となる。
