1963年、ハンブルク。フリーの記者ミラーは、ガス自殺を図った老人が書き残した日記を読んだことから、元ナチス親衛隊員たちによる秘密組織“オデッサ”の存在を知る。さっそく老人の周囲を調べ始めるが、間もなく何者かに命を狙われるようになる。やがて、オデッサへの復しゅうを企てているグループと知り合ったミラーは、厳しい訓練を受け危険な潜入を試みる。
