ネットに直接アクセスする電脳技術が発達し、身体の一部または全てを義体化（サイボーグ化）することが出来るようになった近未来。ミラ・キリアン少佐率いる警察エリート組織「公安９課」は、日々サイバー犯罪やテロ行為を取り締まる任務を遂行している。少佐はテロ組織がハンカ・ロボティックス社のサイバー技術の破壊をもくろんだ事件をバトーらと共に捜査するうちに自分の記憶が何者かによって操作されていたことに気付く。

家族旅行中の不慮の事故で両親を失った5歳の少年ピート。森の奥深くに迷い込んだ彼は、緑色の大きなドラゴンに助けられた。それから6年。ピートは人と関わることなく、“エリオット”と呼ぶドラゴンとともに、わくわくする冒険の日々を過ごしていた。だがそんなある日、森を守るため様々な調査を行なっていたグレースとの出会いをきっかけに、伝説でしかなかったはずのエリオットの存在が人間たちに知られてしまう。
