国際会議に出席するためフィンランドの首都ヘルシンキに向かって飛行中の米大統領専用機エアフォースワンとその護衛機が、何者かが発射した地対空ミサイルで撃墜された。米国大統領のムーアは間一髪ポッドに乗って脱出し難を逃れる。ムーアの乗ったポッドはフィンランドの森の中に着地。彼は誕生日を迎え、一人前の男となる試練に挑むフィンランド人の少年オスカリと出会う。だが、ムーアの命を狙う敵が近づきつつあった。
