Follows an investigator as he prevents a terrorist attack during a symposium held by Hong Kong's Independent Commission Against Corruption. He later finds it has links to human trafficking in Thailand.

ICAC Investigator William Luk and JFIU Chief Inspector Lau Po-keung both hit a dead end in their investigation of a bribery case and a money laundering case. In the meantime, William Luk was suspended when model Eva Ng went to Inspector Kenny Ching of ICAC’s Internal Investigation Group L, to file a report against him for accepting a $12M bribe. Lau discovered Luk was set up and whoever framed Luk was connected to his case. He began to suspect the bank manager Thomson Yau was assisting a gangster, Wong Hoi-wo in money laundering activities. When Director Hong Liang of China’s Anti-Corruption & Bribery Bureau (ACBB) provided Lau with important intelligence, it became clear the money laundering activities were connected to a corrupted Vice-Ministerial Level cadre. A suspected criminal mastermind escapes from police custody, throwing the city into turmoil. With the police department now divided, rival police chiefs are forced to take their fight to the streets of Hong Kong with deadly consequences.

Five police officers in Hong Kong are kidnapped. The police commissioner is on a business trip overseas. Two vice commissioners, Sean Rau and M.B. Lee, then take over the case. The two vice commissioners are rivals who both vie for the police commissioner seat. At first, M.B. Lee takes the lead in the case, but comes to a dead end. Sean Lau then takes the lead, but he falls into a trap. Both men are then investigated by the ICAC (Independent Commission Against Corruption).

It tells a variety of stories about love that has gone wrong: a brother and sister in an illicit relationship, a married painter who falls in love with his young male life model, a dance school teacher who is besotted with his senior student, and a lesbian couple, one of whom has role-play paranoia, and is caught in a complex love triangle.
