ロサンジェルス在駐の中国領事ハンの娘スー・ヤンが誘拐されるという事件が発生。ハンは香港からエリート刑事リーを呼び出すが、捜査を進めるFBIにとって彼は邪魔な存在だった。そこで、彼におもり役を付けて捜査から遠ざけようというものだった。その役を押しつけられたのがロス市警のお騒がせ刑事カーター。最初は反目し合っていたリーとカーターだったが次第に二人は結束し、やがて意外な黒幕を突き止めるのだった。
