牢の中で軍用金300万両の夢を見た二人の怪盗が、奉行との山分けを条件に放免され、その探索を命じられる。やがて軍用金が埋められている沖の島に漂着した二人は、石田三成の残党が徳川幕府転覆のために軍用金を狙っていることを知った。
