アメリカ連邦議会ではテロ対策のための「通信の保安とプライバシー法」案を巡って議論が交わされていた。この法案は、法執行機関による監視権限を拡大し、一般市民のプライバシーを大幅に侵害する恐れがあった。国家安全保障局（NSA）の高官トーマス・ブライアン・レイノルズは法案を可決させるべく、強硬な反対派の下院議員フィリップ・ハマースリーを、目撃者のいない湖畔で暗殺する。レイノルズの思惑通りハマースリーの死は心臓発作による事故死と見られた。
