9・11同時多発テロ事件後、アメリカ上院職員のダニエル・J・ジョーンズは、CIAの拘留・尋問に関するプログラムの調査を命じられる。さまざまな資料をもとに調査を進めるうちに、CIAが「強化尋問プログラム」と称して拷問を行い、その事実を国民にひた隠しにしていたことなどが明らかになっていくのだが……。
