社会全体が混乱した近未来の米国では新政党“NFFA”のブラッケンが大統領となり、年にひと晩だけすべての犯罪が合法化される制度“パージ（浄化）”が国民のストレス発散になるので犯罪率も失業率も激減すると主張。そんな“パージ”の効果を測定する実験がNYのスタテン島で行なわれることになり、住民たちがおびえる中、Dが率いるギャングは敵対勢力との対決に向けて準備する。その一方、“NFFA”の陰謀が進行し……。
