治安がさらに悪化している近未来のデトロイト。ロボコップは町に氾濫する新麻薬のバイヤー、麻薬王ケインを検挙した。一方、オムニ社はロボコップ抹殺のため開発した、より強力な「ロボコップ2」に死亡した麻薬王・ケインの脳を搭載する。完成したロボコップ2は記者会見の席で凶暴な正体をあらわし、無差別破壊を繰り返す。
